I'm willing to believe that.

Sounds like a lovely place for a picnic!

A link to the city's web site kept the city attorney from seeing the email? But it let through the re-send of the EXACT SAME THING, this time copied to his bosses?

Maybe.

Andrew's right. I call shenanigans, otherwise why even have an email address that no one can access?

Wouldn't be the first time an email system (or any computer system) had stoopid default settings.

Trust me, I'm in IT - some of the apps are RETARDED in their defaults. (Or their whole operation!)

I'm with Q on this one- our system has all sorts of stupidities, like the fact that it strips all .zip files from attachments. Great to cut down on viruses, but makes sending collections of documents, etc. to people a PITA.

I am I.T. :)

Seriously, then, why would it let the second one through?

All I know is that I could configure our current email filtering system to do exactly as he said. (I don't know why I would do that, but that is another discussion all together.)

ETA: Including letting the same email through on the second attempt.

Sometimes forwarded e-mails get converted to plain text.

Um, yeah... funny how the e-mails that represent (to the recipient) some sort of "icky factor" are always the e-mails that get lost or won't go through. I'm not in I.T., but I work with high school kids, so my BS meter functions well above average.
