I did a class last weekend and a few of the participants were from Ramsey County. This morning I got this e-mail:
---
Paul, just wanted to let you know (for use in future classes) that in Ramsey county you are required to call 651-266-9670 to make an appointment to submit your application in person in downtown St. Paul. I might just apply in Utah and skip the Sherif's games. Thanks for the class, ...
---

Can anyone confirm that this is their policy?
--
EDIT to add...

I sent a note to the RCSO asking for clarification. Their website suggests that no app't is needed for a new applicant, but that they suggest an app't for the renewal. If I get a response, I shall post.

Another followup.

I had a second e-mail from the class participant. He said that he did personally go to the Sheriff's office, during business hours, on Monday to turn in his original (not renewal) application. Two different people (clerks? deputy?) told him they would not take it without an appointment and refused to accept the application.

Today, he called and was told there is no such policy. He is going at noon to try again.

That's two separate people with the same story. Time for some evidence collection.

Here is the response from the RCSO:
---
Your student may have misunderstood. Do you know where this information was given to him? During the beginning of our renewal acceptances, appointments were recommended to better honor our customers time as we had large volumes of applicants coming in. We have never made this a requirement. Our numbers have decreased so we feel it is not necessary at this time, although still accepted to make an appointment.

Bumped into Brian Toder in the elevator at lunch and told him. He said taking money from those guys (RCSO) is too easy.

It's a shame to see all this government waste when they could just do the job given them in statute and ... shocking ... FOLLOW THE LAW ...

I hereby offer my VERY covert video gear to any applicant who is willing to test the Ramsey County sheriff's office on several items.
