I know it's a carry permit... November 25, 2008 Fewer people renew concealed-weapon permits Times staff and wire services All those permits to a carry a concealed weapon issued five years ago are up for renewal, but officials say they're seeing fewer people do it than expected. Only about half the new permit-holders from 2003 appear to have reapplied across the Twin Cities, the St. Paul Pioneer Press reported Monday. Stearns County Sheriff John Sanner reports seeing a similar trend at his office. In 2003, Stearns County issued 265 such permits and this year has renewed 135 so far. Benton County issued 92 permits in 2003 and has renewed 59 this year. Both counties said the renewals would also include people who moved into the county during the five-year period and needed to renew a permit they initially got in another county. Officials say there are several possible reasons. Dakota County Sheriff's Chief Deputy David Bellows says many permit holders have learned concealed firearms are heavy and uncomfortable. Also, it costs $75 to renew a permit. There's also the chance permit holders have forgotten they need to renew them. The law requires that those renewing permits take a refresher course and put in practice time on the range. Sanner said some people might have applied for the permits in 2003 because they could, rather than out of need. Now that it's time to renew, they may realize they don't have a need for the permit and don't want to pay the renewal fee, he said. The new law adopts a "shall issue" philosophy that assumes an applicant is qualified unless authorities can prove otherwise. -------------------------------------------------------------------------------- |
