Permit expires 3/30/2009 renewal class is 3/28 I'm ok right?
This is Hennepin County.

Monday 3/30 I plan to march down to Sheriff's office and give them a $75 check and the papers from my Saturday 3/28 renewal class.

I should have no gap in "Coverage"

Will Hennepin county mail me a new permit? (most likely I'd guess as opposed to printing me up one while I wait)

If they mail me a permit what about the week or so that I only have the old permit?

Do I use my receipt as a permit???? how does that work...I know I'm cutting this close but I AM within the deadline for renewal.

Puzzeled in Minneapolis. :)

Until they issue you your new permit you'll have a lapse in coverage. They have 30 days to do the investigation and background check.

But this is a renewal??

Isn't there a grace period. I'm a permit holder for 5 years and will be for another 5 years...if I reapply while my first permit is still valid...can't they consider the processing time a "grace period" ????

Nope. My permit expires 4/19/09 and I submitted my renewal on 3/23/09. The HCSO clerk specifically told me it will take 30 days and I will not have a permit for four days and I should not carry those days.

Of course, I do fall under the business owner's exemption, but I am not willing to be a test case.

I told Prince Wally last night it's too bad I don't have a jillion dollars or I would open carry through the HC Gov't Center on one of those days as I walked to my office and kill two test cases with one stone.

you may reapply as a renewal up to 30 days after expiry and still have it considered a renewal rather than a new permit. If you apply after your original permit expires, you may be charged an additional $10.

If you apply more than 30 days after your original permit expires, it will be treated as a new permit at the higher cost.

regardless, it generally goes through the same background check every time.

I'm taking this from the statute, not any intrinsic knowledge of how HCSO handles things.

May want to ask Roger Waters if you can borrow his inflatable pig. At least then one of the conditions would be met.

Yup.

But you can ask if they can expedite the check, and issuance. No guarantees, but it might happen.

This is from 624.714

Quote:
(1) no earlier than 90 days prior to the expiration date on the permit, the permit holder may
renew the permit by submitting to the appropriate sheriff the application packet described in
subdivision 3 and a renewal processing fee not to exceed the actual and reasonable direct cost
of processing the application or $75, whichever is less. Of this amount, $5 must be submitted
to the commissioner and deposited into the general fund. The sheriff must process the renewal
application in accordance with subdivisions 4 and 6; and
(2) a permit holder who submits a renewal application packet after the expiration date of
the permit, but within 30 days after expiration, may renew the permit as provided in clause
(1) by paying an additional late fee of $10.
(d) The renewal permit is effective beginning on the expiration date of the prior permit to
carry.

Note section (d). I would read that as if it is renewed, it will be dated back to 4/19/09 and not on 4/23/09. So can you carry on those four days, yes if you permit is renewed. No if it is not. Way too gray an area for me.

The way I understand it, if you permit expiration date is 3/30/2009, you must re-apply on or before 3/29/2009, since the 30th means that the permit is no longer valid. See 624.714 Subd 7(a):
Quote:
(d) The renewal permit is effective beginning on the expiration date of the prior permit to carry.

Now my question is, and this is not just aimed at you, but why didn't you take a class in January, or even July of 2008?

I have had so many call me to sign up for a class and explained that they had to get in a class now because their permit expired next month. Is it a laps of memory or was the info not provided in their initial class? Yes, some of these calling me with this exact scenario are past students of mine and the renewal information was presented to them in their/my initial class.

So since this is a reoccurring situation, maybe instructors should give a written test at the end of their class and questions on how and when they can renew should be on the test.

Again, not trying to target 12smile, but how do we as instructors get this info ingrained into to students, along with other important information? Maybe the important thing is to make them understand these guidelines so that they are not carrying when their permit has expired.

It looks like a bit of planning to give yourself a bit over 30 days, and you shouldn't have any worries.

Opportunity to advertise?

Do any instructors send out "reminders" (class schedules) to students they had 5 years ago to retake the class to renew their permits?

I really wish I had collected email addresses with that understanding, but I didn't -- and I'm very sensitive about not spamming folks.
