Yeah, but that could mean(and has in the past) that he was a friend of a neighbor, or a thug who walked past on the street on a regular basis, or trash who spent time hanging out at the neighborhood playground, or any number of other things.

"Not random" is news/police code to keep people from panicking and means absolutely nothing by itself.
