Well, you have made me curious.

Is this with or without some factor, like having been convicted of a crime?

For the record, I moved from out of state to Ramsey, aquired my MN permit and later moved to Hennepin. To get it changed, you go to the issuing sheriff and they were pretty swell about it. I experinced no issues or drama.

It should be unlikely; you don't reapply when you move to another county, but, rather, inform the issuing sheriff.

It could conceivably happen, may even be likely if you had a DUI years ago, but still were able to get a permit in Hennepin County and then moved to Ramsey County within five years of initially obtaining your permit. And when it came time for renewal in Ramsey County you could be denied.

It wouldn't surprise me.

I could easily see it happening if in between your getting a permit and your next renewal you:
1) Commit a crime of some sort
B) Move to Ramsey County

Either way when the denial comes it's probably worth having a conversation with one our friendly neighborhood lawyers.

Yeah, don't sweat it unless it actually happens.
