So the amended version of the Wisconsin Carry Bill passed and is on it's way to Doyle's desk, which he said he would veto. I guess he has seven days to do it.

So any thoughts on how the training and reciprocity will work between Minnesota and Wisconsin?

This afternoon, the state Senate voted 28 to 5 to concur on the Personal
Protection Act concealed carry bill as it had been amended by the Assembly
last month. It will be delivered to Governor Doyle's desk by the end of
today. (Note: the 28 votes in favor of concurrence does not mean that we
have 28 votes for the bill).

Governor Doyle now has seven days in which to veto the bill, which he has
already promised to do.

A Senate veto override session may happen as soon as the end of next week.
It is almost certain that we will have the votes in the Senate to override
Doyle's veto.

Still, we cannot take the Senate for granted. So please contact your state
senator and ask him or her to vote for the veto override. If you don't know
who your state senator is, just go to http://165.189.139.210/waml/ and enter
your address.

It is especially important to call the five Senate Democrats who voted for
the bill on December 6th and thank them for their vote, as well as to
encourage them to vote for the veto override. Those senators are:

The Senate veto override vote will be the second-last step in the process.
If the governor's veto is overridden, the bill will be sent to the Assembly
for an override vote. It's in the Assembly where our numbers are tight: we
are at exactly the 66 votes needed.

Therefore, please take a few minutes to call and thank the Assembly
Democrats who voted for the bill on December 14th. Those representatives
are:

Well, the "Analysis by the Legislative Reference Bureau" says a student...

2. Instruction on the privilege of self−defense and the defense of others under s. 939.48.

3. Instruction on how to avoid injuring 3rd parties when defending himself,
herself, or others in a manner that is privileged under s. 939.48.

4. Basic self−defense principles.

5. Instruction on how to carry a concealed handgun safely.

6. Instruction on firing a handgun.

7. Practice firing a handgun.

8. Instruction by an instructor certified by the department under par. (b).

(b) The department shall certify instructors and maintain a list of instructors that it certifies. To be certified by the department as an instructor, a person must meet all of the following criteria:

1. Be qualified under sub. (3) to carry a concealed weapon.

2. Be able to demonstrate the ability and knowledge required for instructing students under par. (a) 1. to 7.


So, like in Minnesota, certifying instructors is left to the discretion of bureaucrats.

If Governor Doyle's veto is overridden, he may instruct his administration's DOJ to drag its feet in certifying any instructors, or to have unduly restrictive conditions for becoming certified as an instructor.

The DOJ is headed up by Wisconsin Attorney General Peg Lautenschlager, who is openly hostile to carry reform.

One saving grace: The law is pretty explicit about out-of-state permits. If the DOJ messes around, Wisconsinites will probably end up getting Utah permits. :)

WI residents will have to carry on a Wisconsin permit. Out of Staters will be able to carry on just about any other permit.

I did a quick once over on the law and did not see what out of state permits they would accept. Maybe I am looking at the wrong or old version of the bill, can someone provide a link to the one that just passed and is going to Doyle to be signed?

The bill stated something like: Any out of state person, with a permit from a state that performs a background check, is accepted.

I do not believe it stated if there was to be a list published.

Found it.

175.50(g) says that an out-of-state licensee is someone who is "...not a resident of Wisconsin..."

Licensing requirements and procedure
Under the bill, DOJ must issue a license to carry a concealed weapon to an
applicant who meets the qualifications established in the bill for the license.
The bill specifies the requirements that a person must satisfy to qualify for a
license to carry a concealed weapon. Included among the requirements are the
following: (1-10 deleted), 11) he or she must be a Wisconsin resident.

So they will not issue permits to non resident, but with this quote -
Quote:
Treats a license or permit issued by another state in the same manner as
a license issued under this bill if the other state required the person to submit to a
background check as a condition of licensure.

It shouldn't matter to Minnesota permit holders, Minnesota permits should be honored under this bill/law.

Just hope that they can keep the votes to overide Doyle's veto.

Now if Doyle does nothing with it within 7 days, does it automatically become law after that 7 day period with out a signature?

Yeah, but he'll veto it. He's promised, and politicians always keep their promises! :)

So when would the law take effect if its overidden? Say its over ridden within the next 3 weeks, does it go into effect right away or is there a set date?
