Well, so far, Kansas and Nebraska are already in the shall-issue column in 2006. The matter isn't dead yet in Iowa, either. What may have slipped under the radar is that tiny Delaware could well pass shall-issue legislation, too. This, despite it being the home state of Sarah and Jim Brady, who testified in the the state lege on this issue Friday. Even Hawaii has activists attempting to get a measure considered. The show isn't over!
