ATF agents are always on alert for anything suspicious — including ninjas.
Alcohol, Tobacco and Firearm agents, on campus Tuesday for Project Safe Neighborhoods training, detained a “suspicious individual” near the Georgia Center, University Police Chief Jimmy Williamson said.
Jeremiah Ransom, a sophomore from Macon, was leaving a Wesley Foundation pirate vs. ninja event when he was detained.
After being held in investigative detention, he was found to have violated no criminal laws and was not arrested.

WTF is this? There's either got to be more to this story, or there's something wrong here. 
ETA: Reading the entire article, running away when police sirens sound is a little unusual, but....

According to David Hardy, the only Feds with general arrest authority are the FBI and the US Marshalls. The other agencies have authority to make arrests only for violations of the specific statutes they were created to enforce.
In other words, either:
this guy had probable cause that this kid had violated one of the statutes that BATFE is responsible for, or
this guy was making a citizen's arrest in accordance with state law, or
this guy committed an assault.
