While I am intolerant of abuse of power there may be an underlying issue here..........INTENT.
I have heard of some people having problems in downtown Mpls. with individuals impeding the passage of other individuals on the avenues. By traveling in lines across the sidewalks forcing others to yield the groups passage. And by groups of people congregating and not letting others pass on the walkway. I think that at some point their INTENT can be surmised by a reasonable person, and that said INTENT is to be a nuisance at best, and criminal at worst. IMHO
