This is the story of Miami Police Maj. Aaron Campbell, Jr.; stopped by Cpl. Richard Mankewich of Orlando County Sheriff’s Dept. While OCSD claimed that the stop wasn’t a profiling stop for drugs, Maj. Cambell is black. I believe that the stop was absolutely a “driving while black” stop. Further I watched the story of these events recently on Court TV. I am absolutely of the opinion that Cpl. Mankewich’s actions (and the other responding sheriffs) caused the escalation of tension between the parties. And the deeper they got into the affair with Campbell the more they were looking to cover their asses with a ton of charges on him!

Many, many, people more than suspected that the OCSD was heavily profiling the main highways in the area as they are a main route for drug traffic, and they had been stopping what many thought was an inordinate number of black citizens.

FYI this all happened back in 1997.

Here is a link for the story from Court TV. http://www.courttv.com/archive/trials/c ... ecial.html

For a moment, let us assume you are correct. So what? That is neither the appropriate way nor the time to address the issues you brought up, cop or not. Fighting with, running from or generally arguing with the officer is going to get you no where. Maj. Campbell maybe right that he was stopped while black, but he handled the situation worse than the OCSD officer.

Is there anything that allows a LEO to speed while not having his lights/sirens running?

I can't count the number of times I see a law enforcement vehicle fly by me on the interstate or side streets, with no apparent urgency or emergency, and no lights are flashing or sirens making noise.

Maybe Long ago LEO or somebody can chime in and clarify whether this is an issue of "take advantage 'cause I can" or if there are situations where this is legal.

Makes little difference to me, just something that I wonder about every time I see it.

There are many times when running lights and sirens is not in the interest of safety. For example, burglary in progress call...lights and sirens will make the perp aware of police coming and they'll take off. Still don't mean you need to take your time getting there.

Nope. It's lights and sirens, or he's breaking the law.

Not exactly. Law Enforcement has the choice of a red light, or siren.

169.17 EMERGENCY VEHICLE.
The speed limitations set forth in sections 169.14 to 169.17 do not apply to an authorized
emergency vehicle responding to an emergency call. Drivers of all emergency vehicles shall
sound an audible signal by siren and display at least one lighted red light to the front, except that
law enforcement vehicles shall sound an audible signal by siren or display at least one lighted red
light to the front. This provision does not relieve the driver of an authorized emergency vehicle
from the duty to drive with due regard for the safety of persons using the street, nor does it protect
the driver of an authorized emergency vehicle from the consequence of a reckless disregard of
the safety of others.

That answers most of it. The issue though is how do you know if an officer is actually responding to an emergency? My incidents are on the interstate in the middle of nowhere, where a cop passes me at 10-15 over the limit, but has no apparent urgency as they continue on like that for miles and then simply stop at a rest stop to take a leak or gas station for a drink or whatever. I've witnessed both.

I just think there are a few that speed as usual habit and aren't held accountable. Leading me to wonder what would happen if a plate number was called in. Likely nothing.

Cops run up and down my little residential street here in Whittier neighborhood a few times a day at probably close to 50mph without lights or sirens . . . I want to move before my lttle girl is old enough to go outside by herself.

In my Criminal Justice education, we were taught that responding to some calls dictated a fast response withouth lights and sirens when getting near the location of the call. Abusive husband with a chain saw and a 12 pack (remaining of 24) violating an order of protection at an ex-wife's house can sometimes be taken by surprise rather than be pushed to do something desperate and stupid by the lights and siren approaching.

I "get it" in its context, but think it gets abused heinously.

I've seen it done, it went like this:

Quote:
Mac: I gotta suspicious white caprice license plate Tijuana Gringo Oner Fiver Zero...
Farva: Roger Checking... Unit ninety-one, that license plate belongs to a local Spurbury police vehicle.
Mac: It does? Oh my God!
Farva: Very funny, ninety-one.
Mac: Thank you, radio.

I often drive fast in Whittier, in fact, I did late last night. You would too, if you were me.
