Pretty sure Dakota County puts them in the mail on day 30... I got mine in about the same timeframe and looking through this forum, it's a general trend.

Well in less busy times, they've been known to put them in the mail on about day 10, and I think that was with largely the same staff. I think they really are currently overwhelmed and choose to remain so rather than spend extra to guarantee complete statutory compliance.
