I don't know what Olmsted's problem is, but looking back they seem to consistently have one of the longest waiting periods--not that 30 days is an eternity or anything. Must be too busy locking up those gang bangers around town or something

That's odd, the average waiting time used to be about 9-10 days; though I don't know of anybody applying since the Sheriff change last year.
