Texas gun law battle brewing over 'open carry' proposal
By Anna M. Tinsley
Fort Worth Star-Telegam

They're setting their sights on Texas and coming out firing. More than a month before the legislative session starts Jan. 13, gun-rights supporters are asking state lawmakers to pass an "open carry" law to let Texans stop covering up the guns they carry and wear them openly.
They are putting their message on billboards, on banners on cabs and in radio ads, asking others to sign on to the cause.
"We are targeting Texas," said Mike Stollenwerk, co-founder of www.opencarry.org, a champion of the growing nationwide effort. "Texas is probably the most pro-gun state, but doesn’t have open-carry laws.
"As Texans realize how restrictive their rights are . . . there will be an awakening. Get ready for a showdown in Austin come January."
Texas is somewhat of an open-carry battleground because it is one of only six states where handguns cannot, in some form, legally be worn in plain view. Texas residents may carry concealed handguns if they have a permit.

GO TEXAS!

On a side note, I'm the kinda guy who thinks that a Constitution like this[edited link - plb]would be outstanding. If anyone can accomplish OC and a free country, it's Texans!

DISCLAIMER:
(I know the proposed document is probably a bit long to hold the attention of most on our board (sometimes I wonder how many people here have bothered to read the US Constitution), but seeing as how I got excited just reading through it, and imagining it's implementation, I thought to include the link for all to enjoy at their leisure and discretion.)

[edited - PLB the link went to an exe which I'm extremely uncomfortable with. the same site has an html version. PM me if it's not the same document - PLB]

Sorry. I linked it to the rich text download version instead of the html. I've fixed it now. (Edited the link.)
You could also get to the proposed constitution by clicking on the second link.

For what it's worth, the .exe is a self-extracting unzip to the document, and it's clean.

thanks for the quick fix.

I particularly like this part:
Quote:
Section 1. Government has no inherent rights or powers, neither implicit nor explicit. This constitution assigns certain functions to the artificial entities called governments created by this constitution and authorizes those artificial entities to take certain actions necessary to accomplish the assigned functions. No national or county government entity or official shall assume any function or authorization not specifically assigned or authorized by this constitution.

Given the scope creep and power accumulation in government, I think this is an excellent starting point.

though I wonder how any government would function with such severe limits as in the rest of the section. Subsidies or aid would be helpful in times of national disaster ...
