Does anyone have any recommendations? It has to be steel and 6 shot and 38 special. What are my options? I am aware of the Colt Cobra and its variations. I know about the S&W models 10, 36 and 64. Are there others I am missing? Are there new models that are 6 shot?

If you're going to, basically, L-Frame size, consider that there's both S&Ws and Tauruses in 7 or 8 rounds.
And, of course, there's the Ruger GP series.

Don't forget about the newly aquired Rossi/ Taurus model 462. Shoots 357 , 38 +P and 38's. Can be had for about $200 too.

Take a look at the Smith 686,it can be had in 2 1/2 barrel. I went with the 686 + it gives me an extra round. It may be a little large for carry in the summer but great in cooler weather.

Any K-frame Smith would meet your needs. Old or new Model 10, 15 and many more.
