The Cougar has a rotating barrel. Nice smooth backwards recoil, but also a tendency to lock up if the barrel lugs get more than a little sooty. Keep it very clean and it's a nice shooter for most people.
I can't tell you anything about the new ones made in Turkey. They probably come from the same military plant that is producing the new Armalite AR-24 pistols ( Sarsilmaz ).

The PX4 also has the rotating barrel. Bill's stocks that one but not the "new" Cougar.
