That depends on the legal definition of "language" as it's used here. It could be argued that any other language (ie spanish), saying the exact same thing could be legal.
Anyone from an area that has a strong presence of non-english/little-english speaking? Maybe a business in an area like that would have a sign conforming to the language of their customers?
Since we're on the topic- The signage requirements do say "containing." This could mean that the sign could have multiple languages on it.
If the statute did require the language exactly how it is written (english), then as long as a sign included the english version, it could have multiple languages.
