It could be because he ran out of ammunition. :roll:

MILWAUKEE (AP) - A federal jury has awarded $1.85 million to the daughters of a man shot and killed by an off-duty Milwaukee police officer five years ago.

The jury found that former officer Alfonzo Glover used unreasonable force and was acting under color of law when he fatally shot Wilbert Prado.

However, the jury also found that Glover wasn't acting within the scope of his employment as a Milwaukee police officer.

Assistant city attorney Jan Smokowitz tells the Milwaukee Journal Sentinel the verdict late Wednesday means the city won't be liable for the $1 million in punitive damages. Liability for damages will fall to the $35,000 estate of Glover, who killed himself after he was charged with homicide.

According to court testimony, Glover fired at least 19 shots at Prado, mostly from behind, after Prado flashed his headlights at the officer.

Well, being dead, he's not going to get it. Sigh. If he'd lived, I'd have thought that he needed to be residing in an institution more suitable with regard to his requirements for structure.

True, Joel. But you'd think a man who believed in zombies would have been tagged by the psychologist as unfit for duty.

What? Why else would one man shoot another 19 times? :P
